DeBlasio would be Bloomberg 2.0

Posted on 21:09 by Unknown

From the Wall Street Journal:

Bill de Blasio has risen to the top of the polls assailing the Bloomberg administration, but if elected he could pursue even more aggressive policies than his predecessor on a crucial issue: creating densely packed new residential towers through land-use decisions.

Mr. de Blasio, the city's public advocate, would push for mandatory affordable housing and fewer tax breaks for developers. But he wouldn't differ from Mr. Bloomberg on a fundamental premise that building significant amounts of new housing is a top way to spur economic growth and control housing costs.

Mr. de Blasio's pro-development policies have helped allay fears in the real-estate industry that perhaps the most liberal Democrat in the race would, as mayor, be a fearsome opponent on big developments.

For some, however, Mr. de Blasio's support for new high-rise towers—even with more affordable housing—is dissonant with his campaign's theme of easing income inequality. As a City Council member in the Park Slope section of Brooklyn, Mr. de Blasio was a strong supporter of the three major Bloomberg-backed development projects, including the project known as Atlantic Yards, which critics say has hastened gentrification and helped deepen the economic divide in that area.

Some liberal community groups said they feel betrayed. "The whole thing is a joke to us that people are looking at this guy as if he cares about the community," said Marlene Donnelly, a member of Friends and Residents of Greater Gowanus, a group that pushed to get the Gowanus Canal designated a Superfund site—a goal Mr. de Blasio unsuccessfully opposed. "I don't find any step of the way that he's actually been on our side here."

Mr. de Blasio has met with developers, and his campaign has received some $460,000 in contributions from real-estate interests, including developers, brokers, architects and construction firms, according to a Wall Street Journal analysis.

From New York Magazine:

Democratic mayoral front-runner Bill de Blasio has styled himself as a scourge of slumlords and a critic of the Bloomberg administration’s policies to shelter the homeless, assailing the “failure of the strategy” in his first policy statement as public advocate. But at a time when he was considered a long-shot candidate, De Blasio found financial support from an unlikely source: one of his most frequent targets, a former Bloomberg administration official who now runs a network of homeless shelters leased from some of the city’s most notorious landlords.

During 2011 and 2012, a small group of property owners and contractors who do business with the city’s Department of Homeless Services donated more than $35,000 to De Blasio’s campaign, according to records on file with the city and state campaign-finance boards. (See the full list at the bottom.) Most of the money came from landlords of single-room-occupancy hotels and slum apartment buildings that operate as shelters under the aegis of Housing Solutions USA, run by Robert Hess, formerly Mayor Bloomberg’s commissioner of homeless services. Though Hess’s organization is a nonprofit, the landlords he works with have reaped millions in public funds by turning their rundown properties into shelters, collecting sky-high rents from the city.

Hess has contributed just $400 to De Blasio, the maximum that campaign-finance law allows for contractors doing business with the city, but in May 2012 he held an intimate fund-raiser for the candidate at his Long Island City apartment. Among the handful of attendees were two hotel landlords who gave generously to De Blasio's campaign, including Alan Lapes, one of the largest and most controversial players in the for-profit shelter industry.

Hess declined to comment on the event when reached by phone yesterday. “That’s a personal matter,” he said. But other attendees described an informal living-room dialogue about De Blasio’s campaign and his plans to care for the city’s homeless population, which has risen to record levels under Bloomberg. Providing shelter beds can be lucrative for landlords — the city typically pays rents of more than $3,000 a month — and one attendee recalls that, prior to the event, Lapes was frank about his reasons for giving. “This is the guy who is going to win,” he recalls Lapes saying. “This is the guy to bet on.”

In February, after the Times reported that Lapes had exploited an obscure loophole in the city’s campaign-finance rules to give De Blasio twice the legal limit, the candidate returned nearly $15,000 in donations from the landlord and his wife. “I’ve just made the decision to return the money, and that’s all I have to say,” he told the Post. But the broader pattern of giving — which ramped up as Housing Solutions USA, formed only in 2011, was pressing forward with controversial multi-million-dollar city shelter contracts in Manhattan, Brooklyn, and the Bronx — has not previously been reported.

Cheap contractors arrested

Posted on 21:18 by Unknown
From the Daily News:

A city contractor cheated workers out of nearly $600,000 on a taxpayer-funded affordable-housing project for seniors in Brooklyn, authorities said Wednesday.

Masonry Services Inc. and its owners, James Herrera and Jaime Herrera, have agreed to pay $600,000 in back wages and costs after a probe by state Attorney General Eric Schneiderman.

Between June 2009 and July 2010, the Brooklyn firm paid masonry workers on the city Department of Housing Preservation and Development project in Brownsville as little as $8 an hour even though it was legally required to pay more than $53 an hour, Schneiderman’s office said.

The case is the latest in a series brought by Schneiderman against HPD contractors for failing to pay prevailing wages, he said.

In March, the owner and two employees of Applied Construction Inc. were arrested on underpayment charges in the Bronx.

That's some interesting logic

Posted on 21:05 by Unknown
From the Daily News:

One of the worst frauds in New York history actually saved the “lucky” city money, Mayor Bloomberg boasted Friday.

Federal prosecutors have indicted 11 contractors and consultants in a $500 million rip-off involving the computerized CityTime payroll system.

But, since the U.S. attorney forced the main contractor, SAIC, to reimburse the city’s losses, taxpayers came out ahead, Bloomberg said.

“There was fraud,” Hizzoner conceded Friday on his weekly radio show,” but added, “We recovered most of the money ... that whole system cost us something like $100 million dollars and it should’ve been many times that.”

“We were lucky,” the mayor continued. “Because of the fraud, in the end, it turned out, that because of the recovery that we saved a lot of money.”

Hoidy toidy fountain keeps breaking

Posted on 21:32 by Unknown
From LIC Post:

Many Long Island City parents were excited last week when the sprinkler system at Gantry Plaza State Park was finally repaired and their children could finally run under the water keep cool.

But that initial joy that the “Rainbow Park” sprinkler provided was short lived. The sprinkler broke after 2 ½ days of operation.

“The sprinkler was damaged after Superstorm Sandy and it required a big stink for it to even come on last week,” said Kris Schrey, the head of the Long Island City Parents Group. “Now we are battling for it to be repaired yet again.”

The system’s design is the source of the problem. The designers, in a quest to be environmentally conscious, shied away from a regular system where the water would have run off into East River.

Instead they adopted a system that recycles the existing water through a filter (with chlorine), much like a swimming pool. “Unfortunately, this is an expensive, fragile and error prone system,” Schrey said.

The system also requires two employees to operate it. One employee has to monitor the chlorine levels every hour, while the other handles health & safety issues.

Translation: It takes 2 park employees to hose down yuppie spawn in LIC.

Developer bribed housing commissioner

Posted on 21:46 by Unknown
From the Daily News:

A crooked real estate developer touted himself in a Housing Preservation and Development brochure for “giving back” to his Brooklyn community at the same time he was defrauding the city agency, according to court papers.

Sergio Benitez will be eating those words Wednesday when he is sentenced in Brooklyn Federal Court on corruption charges.

Benitez was featured in HPD’s glossy New Housing Marketplace Plan of 2011 with a blurb accompanied by his photo.

“I’m originally from Brooklyn and I see my work as a way of giving back,” he says.

He had built about 80 two- and three-story affordable homes on properties that had been sold to him for $1 each by the city.

But Benitez had a secret. He was bribing then-HPD Assistant Commissioner Wendell Walters with cash in golf ball boxes and coffee cups and was awarded development contracts in return.

He also took $228,000 in kickbacks from the general contractor hired on the Decatur Cluster development in Bushwick, Brooklyn.

The contractor, in turn, fraudulently inflated its costs that were submitted to the city in order to recoup the shakedown by Benitez.

Assistant U.S. Attorney Cristina Posa blasted the defendant for shamelessly holding himself out as a model developer.

Ridgewood Reservoir project goes bust

Posted on 21:38 by Unknown
From the Daily News:

Residents are irked that the latest scaled-back master plan to transform Ridgewood Reservoir to a park arrived without any cash to actually pay for it.

Three new design options were unveiled last week — one including features such as boating, a rock climbing wall and natural turf fields on the 50-acre site but another mimicking community calls for passive features such as paths and viewing platforms.

But that victory rang hollow given the lack of funding. And some civic leaders were still troubled by proposals that would disturb the natural scene for playgrounds and boating.

In 2007, the city unveiled an ambitious $50 million plan that would have cleared 20 acres for ballfields. But that died for lack of cash, too.

Now the city is close to completing a smaller scale project to fix lighting and pathways around the reservoir and make it more handicapped accessible.

“It’s shameful and ironic that now they are finally representing plans that the community wants and they have no money,” said Geoffrey Croft of NYC Park Advocates. “How much has been spent on contracting out plans and designs?”

It's all about the contracts. Not the actual work.

Union plasters strike warnings all over Grand Avenue

Posted on 21:53 by Unknown
Took another stroll along Grand Avenue this weekend and here's what I found:

Signs warning the members of Local 79 that a strike is coming Monday morning.

I don't know why they are taped to telephone poles and parking meters along Grand Avenue.

We have telephones, faxes and e-mail these days, which certainly are better ways to communicate with members.

149th Street bridge saga drags on

Posted on 21:51 by Unknown

From Eyewitness News:

As the Eyewitness News Investigators reported in April, a bridge in Queens is so riddled with cracks, the city has kept it closed to traffic.

Not only is this bridge still closed more than a year after a complete overhaul, but there appears to be no real fix short of starting all over again.

Now the city blames the engineer and the engineer faults the city.
